A national validation process in June 2026 reviewed draft legislation proposing the establishment of a Liberia National Railway Authority.

The proposed framework is intended to strengthen railway governance, improve regulatory certainty and support a transition toward infrastructure capable of serving multiple users and sectors of the economy.

The Law Reform Commission participated in the technical and stakeholder review alongside relevant ministries, regulatory institutions, sector experts and development partners. The draft's final legislative status should be updated as it progresses through the appropriate government and legislative processes.
