Local government is part of the legal system
Liberia enacted a new Local Government Act in 2018 as part of a broader decentralisation framework. The Act replaced the earlier local-government legal framework and is intended to define structures, functions and authority at subnational level.
Why decentralisation matters
Decentralisation is not simply an administrative decision to move services outside Monrovia. It depends on legal rules concerning institutional authority, finance, administration, accountability and the relationship between central and local government.
Public participation and accountability
Local government can bring decision-making closer to communities, but it also requires clear mandates, transparent procedures and mechanisms for public accountability.
