Voting is constitutionally protected
Article 77 of the Constitution provides that elections are by secret ballot as determined by the Elections Commission and that Liberian citizens who meet the constitutional age requirement have the right to be registered and to vote in public elections and referenda, subject to the law.
The role of the NEC
The National Elections Commission is the autonomous public commission responsible for conducting elections for elective public offices and administering and enforcing election laws.
Laws, regulations and election-specific rules
The constitutional framework is supplemented by election laws, NEC regulations, procedures and codes of conduct. Rules can be specific to an electoral cycle, by-election, voter-registration exercise or particular stage of the process.

Law reform and elections
Electoral law reform can address clarity, institutional powers, participation, dispute resolution and the consistency of the legal framework. A reform proposal does not change the law until the competent institutions complete the required process.
